Synopsis
Introduction: Controlling epidemic outbreaks is a fundamental pillar of global public health, requiring clear differentiation between outbreaks, epidemics, and pandemics to guide surveillance and health response strategies. Methodology: Narrative review using searches in PubMed/MEDLINE, Scopus, Web of Science, and documents from the WHO, PAHO, CDC, and MSP Ecuador (January 2020-October 2025). Results: Effective control requires epidemiological surveillance integrating early warning, environmental monitoring, and genomic surveillance. The International Health Regulations (IHR, 2005) establish the global regulatory framework. Latin America faces a high burden of arboviral diseases, the reemergence of preventable diseases, and antimicrobial resistance. Ecuador strengthened diagnostic capabilities and genomic sequencing, although structural gaps remain. Discussion: Success depends on interinstitutional coordination, early warning systems, sustained funding, and investment in primary care. Digital transformation and the “One Health” approach optimize preparedness for future epidemiological emergencies.
