Synopsis

This research conducts a study of the principle of autonomy, understood as the power of self-regulation that some levels of government have in the State, mainly as an effect resulting from a process of decentralization that has taken a strong apogee in this century. Thus, this research seeks to understand and analyze autonomy within municipal governments, its scope, limits, and challenges. To achieve the proposed results, a qualitative approach has been used, applying four methods; historical-normative, deductive, philosophical, and sociological legal for the analysis of the norm, the doctrinal review, the determination of scope, and the challenges both legal and material of the principle of autonomy. The result of the investigative process considers that the main problems faced by the GADs are excessive bureaucratization, latent corruption, and lack or reduction of budget, which affects or limits public exercise, in the administrative, regulatory, and political spheres, destabilizing the administration, generating social distrust and a lack of governability due to unsatisfied needs. This has allowed us to conclude the need to incorporate technological tools such as artificial intelligence for public procurement, data analysis, and customer service, among others, which could facilitate the procedures of public administration, as well as combat acts of corruption in the face of better computer regulation.
